To make our country stayin an invincible position in the future technological competition, we should facethis challenge actively, to build a scientific and efficient management system forresearch projects, optimize the allocation of research resources, enhance theperformance of research projects and improve the level of research projectmanagement and make sure the way to do performance management to be moreinnovational, to ensure the development of science and technology healthy andspeedy, improve the country ’s competitiveness and overall strength.As a kind of grassroots research institute, university is the specifictechnology operations unit of national and local governments to achieve theoverall strategic objectives, complete the research tasks of higher-level unit isone of the main concrete manifestations of its research capabilities. Seconded,according to the different characteristics of project stages, and differentevaluation focus from the beginning of project, the researching of project and thefinal conclude and analyze the performance, using AHP to determine thedifferent weights of indicators. Meanwhile, combined with an empirical analysisof university research project from Shaanxi Province, demonstrate theeffectiveness of universities research project performance assessment methods.At last, we build an effective performance feedback and improvementmechanism, to improve research project management when working theproblems, provides guidance and direction for decision-making and improves thelevel of science and technology management.
