In recent years, China local colleges and universities brain drain more prominent, serious impact on teacher team building of local colleges and universities, it has attracted the local government and great concern. Brain drain, particularly in certain fields, a Program for the loss of experts and scholars to normal school teaching, research work has brought great impact ,has influenced the development of schools and weakened the competitiveness of schools. Under the new situation, how to make good use of talents, especially retain talent has become an important topic of maintaining stability of local colleges and universities.The paper based on tactic analyse Need Hierarchy theory and Motivation theory , use SWOT analyse way and brain drain analysis model to case study method to analyze the LY university talented person's troops. Toward to the LY university brain drain phenomenon in near years, through methods, such as 175 share questionnaire and deepness interview...etc. to discover a problem, the paper carries on a deep analysis to the reason of the LY university brain drain. These main measures are as follows: university manage system, university person culture circumstance and science atmosphere, live treatment, scientific research circumstance, development foreground of person, attend in a advanced studies, burden of family life ect. a good many factor compositive result. At the base of analytic, bring forward countermeasure and correlation ensure measure answer LY university brain drain.
