Research On The Construction Of The Training System For The Peasant Laborer In Hunan Province

At present, the existing peasant laborers in our country have surpassed 150,000,000, which has become the very important part of the whole industrial workers. On one hand, the rapid development of national economy requests higher and higher overall quality for the national people; on the other hand, the low overall quality of peasant laborer does not adapt somewhat with the social development request. "The labor uncultivated land" is the concentrated reflection which this kind does not adapt. The problem of the low overall quality of the peasant laborer has become the serious barrier to the national economy's sustainable development and the construction of harmonious society. Carrying out the large-scale peasant laborer training is the sound choice to clear this barrier s away.Hunan Province is a big province with great population and large-scale labor services exporting and is also one of the provinces in the center area with the most rapid economic development. Recently, as the upgrading of industries' structure and the transferring of industries' ladders of "Zhujiang Delta" and "Yangzi Delta", Hunan will play an important role in the national strategy of "The center will rise". Although Hunan pays much attention to the peasant laborer training, the effects are unsatisfactory, which is with the characteristics of small scale, bad effects and low participation rate etc. same as the other provinces.In order to solve the problem of the training effect of Hunan peasant laborer, and on the basis of researching on the documents about the transferring of domestic and foreign rural labor force and the training for the peasant laborer, this article describes the basic reasons of bad training effects according to the datum's statistics and analysis of the questionnaire survey from the training organizations of Yueyang and from the farmers of Linxiang. The reasons are: The training system foundation is weak, and its construction seriously lag; Training blind randomness is prominent, the training project and employing labor actually come apart and their pointed is not strong.In view of Hunan's actual situation, the paper put forwards the tentative plan about the construction of the training system based on the seven aspects: the training policy, the organization, the content, the teaching books, the pattern, the training method, the appraisal and the market and so on. In order to strengthen the feasibility of this system construction, the paper propose two suggestions: First, carrying out the construction with proper priority of the local training system policy, the admittance mechanism of training organization, the collectivization of training organization, the participation mechanism of the enterprises, the system of local teaching books, the supervisory mechanism and the diverse investment mechanisms and so on; Second, briefing the protective measures about the macroscopic overall-plan, the thought safeguard, the key training organization, the service safeguard system and so on.
