The credit-based system derived from liberal education and market-oriented economy, has now been becoming the main direction of higher educational reformation in China. We cannot copy the western model simply because our social environment including economic and political, is different from western. We have to explore a suitable model by in-depth and in-width research into credit-based system itself and our situation.This study chose the typical models in America and Japan as contrastive targets. Credit-based system was original from America, and developed most well in this country, and characterized as the highly free for students' study. Japan's is academic credit system, which is the dynamic integration of academic-based system with credit-based system. The credit-based system in China did not have any typical Chinese characteristics even though it can be traced down to ancient education and has lots of experiences to create and implement different models.This study analyzed its implement feasibility and negative factor, proposed the flexible credit-based system as the most suitable model for Chinese universities. From a certain extent, the flexible credit-based system is the advanced model.The last part of this study is model construction of flexible credit-based system, to build it from its fulfillment model, management model and operation model. It focused on the education quality control by drawing lessons from the failure experience, and been used in real condition. Those theory and experience are valuable and practical for higher education reformation in China.
