The reform of conferring system of academic titles on teachers of colleges and universities is one of the main tasks carried out by the institutions of higher education in China to deepen the reforms of the administration systems of education, for it is one of the good ways to improve the teaching work and scientific research and optimize the teaching staff. The conferring system should keep being better and keep up with the times so as to adapt itself to and then give an impetus for the development of higher education.The development of academic title system in Fujian province reflects the feature of the times. As other universities in the country, the universities in Fujian province started the reform of the title system in 1986, adopting the appointment system of professional and technical positions. In recent years, with the speeding up of the development of higher education in Fujian province, many new institutions of higher learning have set up and grown up rapidly in the province. However, most of these institutions come from newly-upgraded undergraduate colleges or mergers of high vocational schools, so the overall strength of teaching staff do not coordinate with the rapid development of the institutions of higher education. We can draw the above conclusion from the following things: the faculty quality is not satisfactorily high, the title structure is not reasonable enough, especially the number of teachers with professorial grade is low, etc. Besides there exist some problems, for instance, some province title policies are lagging, title management systems in universities are not sound, and so on.A thorough research made on the province title system is necessary, because it will not only help to deepen the personnel system reform and perfect the personnel mechanism, but also help to accelerate the construction of teaching staff and promote the sustainable development of higher education in Fujian province. Therefore, study on the past and present situation and future trend of provine title system is important theoretically as well as realistically.This research first gives a detailed introduction of the evolution of the system of the academic titles on teachers of higher education in China, then it goes on generalizing the overall development of title system in Fujian province since 1986. And it gives a clear account of the evolution course of the province title system from four aspects, including evaluation standard, appointment organization and procedure, appraisal means and appointment management mode. Furthermore, this research also points out and analyzes those present problems on academic title system of universities and of the province by conducting questionnaire survey, and at the same time, some countermeasures are provided to solve the problems in the research.
