With the building of new socialist rural areas comprehensively pushed forward, it is urgent to train large numbers of the builders who work for the new socialist rural areas. For this ,rural education is bound to raise the expectations and demands .Furthermore ,we must pay more attention to the most crucial force of rural education—the living state of the most rural school-teachers are working in the rural areas,at the same time ,these teachers are undertaking 71.23 percent of the rural education tasks. What they serve is the most important and enormous elementary education of the educational system in the Ninghua County. The majortity education quality of the rural primary and secondary schools is directly related to overall level of the elementary education in Ninghua County. Therefore ,the imminent problem of the elementary education is how to improve the rural school-teachers living state and promote their healthy growth in this county. This essay is based in empirical study. The research material is collected and dealt by the way of investigation, by which finding and comparing school-teachers's living difficulties, so that we can propose practical and feasible problem-solving, measures and suggestions. This reaearch mainly analyzes rural school-teachers' materical living conditions, the spirit of living conditions, professional divelopment and so on. From the analysis of the above, we can find the teachers' income of urban and rural areas is obviously different ,rural teachers work with more pressure ,the degree of their specialization is not high ,the teacherts float unreasonably and so on. To solve these problems and to improve their living state ,the following eight aspects should be carried out: (1)Strengthen teachers'professional ethics and promote the rural teachers sense of service,(2)Execute the "Teachers' Law " and teachers are regarded as civil servants, (3)To change the dualization social structures is to balance urban and rural educational resources, (4)Expoit geographical advantages to the full and found Rural Educatoin Fund,(5)Break the urban and rural teacher identity and organize the regional education groups,(6)Improve the structure of the ranks of teachers and perfect the teachers' in and out mechanisms,(7)Build the teacher professional platform and promote rural teacher professional growth,(8) Implement the menu training and establish a school-based open education system.
