With the process of global economic integration, English has become increasingly important as a universally used language. Modern scientific research shows that the period before adolescence is the golden years for one's language learning. Primary school education is the beginning of elementary education, which is the critical period for language learning. Therefore, language teaching in this stage, particularly the scientific and effective oral English teaching will lay a solid foundation for a person's foreign language development.Tianjin, located in the centre of Bohai economic circle, is the biggest coastal city of open economy in Northern China. The construction of Binhai New Area as part of national development strategies will bring a faster development of Tianjin, and a growing demand for foreign exchanges and cooperation. Therefore, there will be an increasing demand for the qualified oral English people. The needs of the society call for educational reform. Local education should respond to and reflect its local demand and attach great importance to English teaching. With this understanding, the author studies the current situation of oral English teaching in primary schools in Tianjin, and raises suggestions based on cause analysis.This research employed questionnaires, non-participatory observation and interview to study the current situation of oral English teaching in Tianjin with primary school students and teachers of grade 3-6 as the subjects. The study found that the overall condition is not favorite for the development of students' oral English ability, especially in terms of teachers. The main problems concerning teachers are the lack of teachers' attention to oral English teaching, their unawareness of the professional development and their lack of relevant theories. Some other reasons include the limitations and shackles of modern personnel selection system, and schools' teaching conditions. Among them, the teacher is the dynamic factor, and the core of the problem solving. Therefore, teachers need to enhance awareness of their own professional development, enlarge their theoretical knowledge, reflect on their own teaching process in order to improve the efficiency of spoken language teaching and create suitable conditions for students' spoken English development.As the author's time, energy and ability are limited, the paper still has some imperfections. I will further this study and hope to avoid these shortages in the following research.
