With the development of economic globalization, the internationalization of local talents and the localization of international talents become a tendency and the internationalization of higher education has been a consensus in society. In recent years, Chinese-foreign cooperative education programs, the main form of higher education internationalization, have been carried out in various colleges and universities and spread rapidly. The scale of them has been gradually expanded and the education models also tend to be diversified.The essence of Chinese-foreign cooperative education program is to introduce the foreign high-quality educational resources, speed up the process of reform and opening up, narrow the gap between educations in China and those in the developed countries. After joining the WTO, the economic structure, industrial structure, trade structure and the structure of education in China have been further adjusted, and the school system has become market-oriented and the education sponsor has been more diversified, which are conducive to the cultivation of international talents and to build a life-long education system.On the basis of the internationalization of higher education theory, human resources theory and the theory of higher education cost-sharing, this paper gives the proposals for how to accelerate the sustainable development of Chinese-foreign cooperative education program in Hunan Universities of Commerce, using the 30 years history of reform and opening up as the background. First, from a macroscopic aspect, it fully studies the history and current situation of Chinese-foreign cooperative education program and points out the existing problems. Secondly, it further studies the situation of Chinese-foreign cooperative education program in Hunan University of Commerce, thoroughly analyses the internal and external environment which has an impact on the development of the program, and sums up the characteristics and the existing problems. Finally, based on the actual situation, the paper, from the angle of regulating its development and enhancing the construction of Hunan Universities of Commerce, gives the specific suggestions for the future development of Chinese-foreign cooperative education program in the university. The paper also holds the view that with the tendency of economic globalization and cultural diversity, researches on the problems in Chinese-foreign cooperative education program are significant for the program operation in Hunan Universities of Commerce and have a value referenced for promoting the sound development of transnational education in China.
