This article, taking Anhui Economic Management Cadre's Institute as the example, makes a study on cultivation of applied talents under Chinese-foreign cooperative education of higher vocational and technical institutes based on the background of economic globalization.After the middle of the 20th century, higher vocational and technical education developed rapidly in such western developed countries as Britain, the United States, Australia and Germany, in which mature higher vocational and technical education systems and talents cultivating modes gradually formed. Since the 1980s when the age of globalization of economy and information was arriving, internationalized higher education has been growing rapidly. Chinese-foreign cooperative education becomes an important way for internationalizing higher vocational education in China, which provides resources with higher quality and a variety of choices for the development of higher vocational education and talents cultivation.In this article, the writer firstly analyzes the development course and the mode of Chinese-foreign cooperative education of Anhui Economic Management Cadre's Institute and tries to compare these modes of education from many aspects. Secondly, the writer sums out the successful experience in cultivation of applicative talents that can be referenced by higher vocational and technical institutes of our country through the analysis on features of those typical modes of education and talents cultivation under the higher vocational education system formed in such developed countries as Britain, the United States, Australia and Germany. Thirdly, the writer makes a series of analysis and investigation on the status of cultivation of applicative talents under Chinese-foreign cooperative education of Anhui Economic Management Cadre's Institute and points out the existing problems. Through the above analysis and comparison, the writer sums up the fundamental theories for locating the objective of talents cultivation and puts forward the principles for locating the objective of talents cultivation, the writer tries to explore some effective ways to cultivate the applicative talents who may meet the requirement of market and society under Chinese-foreign cooperative education of higher vocational and technical institutes in China.
