Content: Along with the rapid development of science and technology, education is also in the form of significant change, from a traditional face-to-face education gradually to Open and Distance Education of the network environment. Open and Distance Education is the form of education that use of computer technology, network technology, multimedia technology and two-way electronic communication technologies, and other modern means of information technology. One of the characteristics of Open and Distance Education is a breakthrough in traditional education in space, time, geographic, educational, and other targets in terms of constraints, providing all types of learners the right to education and equal opportunities. In this sense, Open and Distance Education highlight the ideological and political education, and strive to create the socialist modernization construction of qualified personnel of "ideals, morality, culture, and discipline" that is of great social significance. As a new form of education, Open and Distance Education have a profound impact to study education, life and ideas of students. Mine while it has brought new opportunities and severe challenges to ideological and political education work. How to strengthen ideological and political education in the Open and Distance Education is an important subject faced with Ideological and Political Education in Colleges and Universities.The research idea of this paper is: proposing the problem- analyzing the problem-solving the problem, paying attention to combining the theoretical research with exploration. Firstly this paper explains the ideological and political education in Open and Distance Education describes the Content character and principle of the education. Thus leads to the importance and function of ideological and political education in the Open and Distance Education, that ideological and political education is an important part of Open and Distance Education, strengthening the ideological and political education is the guarantee of promoting the development of Open and Distance Education and affirmed the important status and role of the ideological and political education in the Open and Distance Education. But in reality the Open and Distance Education is still in a preliminary stage, there are many problems to solve in the implementation of specific of the ideological and political education in Open and Distance Education. Based on analysis of existing problems of the ideological and political education in Open and Distance Education, combining the theory of ideological and political education, from the perspective of practice of the ideological and political education, this paper analysis the major problems of ideological and political education in Open and Distance Education, that is whether the students or teachers not pay enough attentions, the teachers team not perfect and not combine modern educational technology and the nation of ideological and political education. Through in-depth analysis, this paper propose concrete measures to solve the problem of that upgrading understanding of the importance of ideological and political education in Open and Distance Education; Establishing high-quality ideological and political education work force to adapted the Open and Distance Education; Playing the role of Modern Education Technology in the ideological and political education of students and Conducting various kinds of educational activities; Promoting the exchange of ideas among students and so on. Through these measures, Open and Distance Education could improve the overall quality of students, and then the Open and Distance Education in the socialist education system play the better role in training of high-quality talent.Since China launched the Open and Distance Education is not long, not only lacking theoretical research, but also lacking practical experience, in particular ignoring the research of ideological and political education in Open and Distance Education. But it is a new subject, it will play a important roll in the development of Open and Distance Education, improving the overall quality of students of Open and Distance Education.
