The reformation and development of higher education have great relationship with higher education policy in our country. The teaching mode,teaching contents,teaching method and teaching evaluation in our universities have been influenced by education policy. This article tries to manage literature analysis method,history method,statistic analysis method and evaluation research of policy method to carry through primary investigation about policy question of mergence of art education and science education in our universities from 1950s until now.Science education occupies important status from 1950s to 1980s, the universities ignore art education. Our country's policies claim to carry through science education in our university in order to adapt with requirement of society and economy development. Along with the progress of society, the university takes science education as the irregularity of main contents to highlight, particularly contents, policy direction and policy valuation related to university science education is obviously not enough, namely: Too heavy educate in science, cause the humanities education sink into frustrated circumstances; The talented person develops exclusively narrow, causing the university education benefit lowly; the person with ability develops too utility, causing the imperfection of humanities spirit. In 1990s, university culture and quality education has been put on the agenda of educational administrative department in our country, and the administrative department issues some policy texts to guide university to develop its culture and quality education. Under its guidance and specification, all universities found the university culture and quality education base gradually, explore actively the mergence of humanity education and science education, and obtain some achievement finally. Unfortunately , the effectiveness of education policy implementation is poorly handled: first, the expression of university culture and quality education is not correct; second, the condition of university teachers is not sufficient, and the courses of culture and quality education in our university do not accord with standard; third, the talented persons' knowledge structure and creative ability do not adapt to need of society. At beginning of new century, how to nurture the talented person with creative ability and practical ability is a new challenge of high education in our country , university quality education question blats sonority in administrative department, and some texts also emphasize repeatedly that we should pay attention to university quality education question. However, the practical level in our university has tendency of disappearance, some universities are exploring and practicing general education; some universities are exploring and practicing the mergence of humanity education and science education; some universities are exploring and practicing the mergence professional education and general education. Therefore, the question of relationship of university quality education and general education,professional education is not only a theoretical question , but also a practical question. It is necessary to know the relationship of university quality education and general education,professional education.In national level, the author suggests administrative department issuing the policy of the mergence of university humanity education and science education. Educational administrative department should value and monitor implementation of university quality education policy, and put down necessary management authority. In local level, the author suggests the local educational administrative department founding the local educational policy system, enhancing scientific and validity of course of policy implementation, reinforcing initiative of policy implementation, handling correctly interest conflict in various aspect, and increasing monitoring strength to increase standard of educational policy implementation; In university level, the author suggests university should take reformation for university talent training mode, especially course structure, according to related regulation of ministry of education and this province and starting from the local university. University should actively develop school-based courses, and also apply higher educational administrative department to keep a record; found teaching material mechanism through authority institutions or departments officially approved; found the system of school course valuation to ensure consistency of national course and local course in goal, and reflect some questions in the process of course implementation timely.
