It is the historical necessity to make use of PE curriculum resource and develop PE theories. The curriculum is changing and the thoughts are flowing, therefore the unchanging curriculum and the thoughts without reformation are lifeless. The research on development of Curriculum Resource in China is still at an infant stage. There are very little relevant theoretical study and practice, let alone the study on development of sports curriculum resource content which is a subsystem of curriculum resource. For quite a long time, the setup of sports curriculum content is inclined to the logicality of the subject by over emphasizing the systematicness and completeness of sports skills, fails to form a curriculum system of education for all-round development and neglects the sports'role of human cultivation. In the past the PE curriculum took competitive activities as its major content because of the influence of the competitive sports. The curriculum content of sports is outdated, repeated and inflexible, which narrows down the selection of sports curriculum course content, and neglects the balance among economy, culture, education and students of various regions as well as the features of the times of social development. Particularly, the urbanized setup of PE curriculum content lacks the local, ethical, and school features and replacement function, with no consideration to the actual situations of underdeveloped regions, and results in the failure of implementation of teaching contents stipulated in the syllabi. The existing sports curriculum content can not adapt to the requirements of education for all-round development. The development and construction of new sports curriculum content is an important matter for constructing curriculum system of education for all-round development. Only in this way can we realize the objectives of sports and health curriculum.This paper explores the sports curriculum resource by interviewing experts and consulting relevant documents on the theory of development of sports curriculum resource, with a purpose for providing theoretical basis for new curriculum system aiming at"physical fitness, psychological fitness and social fitness". The paper is intended to encourage the sports education teaching staff to change the conventional thinking, discern the new sports curriculum standard and provide theoretical support to the implementation of new sports curriculum standard.
