Started from the mid-1980s, China's higher education assessment system has made tremendous progress and achievements in the theory and practice after 20 years development and construction; Theories and methods of assessment system of teaching in colleges and universities have been established basically; Assessment of Teaching Practice mode has been build in our country; the basic framework of our country's higher education assessment system has been shaped. However, such a framework is the product of the Control Regime, paying too much attention to the rights and interests of the government while ignoring the interests of the colleges and universities, which led to a number of shortcomings and problems.First of all, the paper recalls the course of development of our higher education assessment system. Second, the paper points out the problems existed in the procedure of higher education assessments in the light the complexity of teaching assessment system of our colleges and universities, including the conflict between assessment institutions and targets, conflicts between the assessment and academic freedom, as well as that between the ideal and the reality of assessment. Then, in the perspective of game theory, the paper analyses the game players in China's higher education assessment, as well as the relationships between them, establishes the game model of government and the colleges and universities, colleges and universities and colleges and universities, the interests within colleges and universities, which is the core of this paper. Finally, the paper analyzes the causes of the conflicts within the game during the assessment procedure and come up with strategies, positions assessment of college teaching mainly in terms of ideology and scientific; builds the framework of the assessment system of teaching in colleges and universities practically; carries out research and experiments on meta-assessment theoretically.
