With the development of higher education in China and the continuous quickening of the reform on teaching administration system in and out of China's colleges and universities, problems about teaching administration gradually become obvious. Therefore, many new laws and systems related have been properly revised or issued. Hence, the teaching administration regulation (regulation hereafter) in colleges and universities is also confronted with the problems of being established and amplified.Numerous scholars have done a lot of meaningful researches on the defect of current regulation and its countermeasure, as well as its validity. However, study on the effect of the implementation of the regulation is not sufficient. This paper analyzes the relations between the regulation and the related concepts from defining the connotation of the regulation on the basis of the forerunners'researches by studying documents and interviewing investigations and so on. From the point of analyzing the current situation of the regulation, and through systematic researches on the teaching and law theories, this paper focuses on the negative factors which influence the effects of the regulation and puts forward the tentative plan on how to improve. Besides, taking XXX College as an example, the author proves and develops the viewpoint of this paper and indicates the development direction of the regulation in China's colleges and universities.The author hopes that the research referred in this paper can provide some constructive and manipulability ideas and suggestions as well as theoretical support for establishing a scientific and high effective regulation, so that the implementation effects of the regulation can be indeed improved.
