In this article, by means of the "institutions deciding human's behavior" and institutional complementarity of new institutional economics, and university governance theory, the writer analyzes systematically and in depth the problem of administration in Chinese colleges and universities. They Include its meanings, representations, abuses, and non-administration. The main contents are follows:1. Expounding the meaning of administration and non-administration of Chinese colleges and universities. Administration is not the administrative management or administrative hierarchy, but administrating through method of administration the activities which are unfit for compellent administrative dictation. So, non-administration is getting rid of administration in the area in which the compellent administrative dictation is unfit.2. Discriminating representations of Chinese colleges and universities. They include:The connection of government and colleges and universities:1) Education administrative agencies appoint president of colleges and universities; 2) Education administrative agencies examine and approve the setting of subject, recruit plan, the evaluation and engagement of professional titles in colleges and universities; 3) Education administrative agencies evaluate the teaching quality and resource.The inner colleges and universities. They include:1) Administrative agencies decide the evaluation and engagement of professional titles; 2) Administrative agencies decide academic resource allocation;3) Administrative agencies asses teacher's performance.3. Analyzing the abuses of Chinese colleges and universities administration. They include:1) The president is unable to play its proper role; 2) The resources misallocate because of being lack of autonomy in the setting of subject, recruit plan, the evaluation and engagement of professional titles; 3) Resources can't concentrate on improving level of education and academy; 4) Plagiarizing and inferior are grievous in academic activities; 5) Teachers have on passion on education and academy but have great passion on administrative power; 6) Students have no passion on academy and study.4. Searching the profound reasons of administration in Chinese colleges and universities. They include:1) The country's administrative management; 2) Administrative system of university education; 3) Administrative system of university; 4) history and path dependence.5. Tentatively discussing the goal, feasibility, and directive steps of non-administrative in Chinese colleges and universities. The goal is getting rid of abuses, and letting colleges and universities return to coming down knowledge, innovation, and education. So that men of talent come out in succession, academy flourish, and innovation well up. Directive steps are:1) Consummating legal system and intensifing supervision; 2) Reforming administrative system of university education; 3) Reforming administrative system of university; 4) Get out of the institution trap.
