Research On The Implementation Of Medical Insurance Policies In Colleges And Universities In Shenyang

China's college medical insurance has gone through three stages.The first stage: the 1950 s college students public medical system.The second stage: the early 90s' public medical and commercial medical insurance system.The third stage: In August 2009,the state promulgated the Guiding Opinion on Incorporating Undergraduates into the Pilot Scope of Basic Medical Insurance for Urban Residents.It clearly defined the inclusion of undergraduates in the scope of pilot projects of basic medical insurance for urban residents and the gradual commencement of work in all pilot areas.Shenyang City issued a document entitled "College students participate in basic medical insurance for urban residents in Shenyang City,the issue of notification".From the end of 2009,Shenyang City would transfer Shenyang college students into the scope of basic medical insurance for urban residents.Undergraduate health insurance policy has been implemented in Shenyang for 8 years,but there are still many problems that need to be improved.In this paper,I conducted a questionnaire survey of university students' health insurance policies in Shenyang as empirical analysis data.Statistical methods were applied to first of all the basic personal circumstances of college students,their satisfaction with the implementation of health insurance,understanding of health insurance coverage and participation and some other aspects.This data was then combined with interview results of university teachers who are responsible for health insurance to investigate problems with existing medical insurance policy in Shenyang.In response to these issues,reference was made to the experience of foreign universities regarding health insurance policy,putting forward suggestions and countermeasures to improve the health insurance policy of colleges and universities in Shenyang.All in all,in the process of perfecting medical insurance policy in colleges and universities,the government needs to make clear that supervisory departments work with designated medical institutions to increase the supervision of them so as to fundamentally improve the enrollment rate of undergraduates and strengthen the structure of the institutions,improve college students' satisfaction with the implementation of health care policy in colleges and universities,improve the welfare of college students,and further promote universal coverage.
