With the fast development of information technology, net work is widely used in every field of society, becoming a necessary important part of people's life, work and study. In the field of education, the wide use of network brings new life to education in the new century, new educational concept and the conformity of network technology make up many new teaching models, such as Self-regulated Learning in network environment, Collaborative Learning in network environment, Inquire Learning in network environment, etc. Among them, Self-regulated Learning in network environment causes the greatest attention and becomes the main teaching models in network instruction. The Self-regulated Learning in network environment means that the learner uses the aiding service system for learning provided by networks to choose cognitive tools, decide learning aims and contents and realize the meaningful building of knowledge through alternative, interactive and active learning process.First, this paper built the E-learning effect scale and it's affecting factors scale(including the individual characteristics factors scale and the network environment factors scale) ,according to Zimmerman's six-dimensional self-learning mode and on the basis of literatures. The developing process includes interviewing, expert consultation, factor analysis, reliability and validity test. After that, the E-learning effect scale and it's affecting factors scale are formed, which contain nine dimensions.The research objects are the students of Dalian University of Technology. 645valid data are collected and the valid collecting rate is 80.6%. Then, the study conducts correlation analysis and regression analysis with these samples. The results are shown as follows:①The key factors affecting E-learning are Self-efficacy, goal setting and Learning strategies of individual characteristic factors, and, cooperation and exchange learning conditions and Network Resources of Network Environment.②The study finds the effect of E-learning are different in education, E-learning time③The individual characteristics factors and network environment factors are significantlycorrelated with E-learning.④The individual characteristics factors and network environment factors have positiveinfluence on E-learning.⑤The network environment factors can influence individual characteristic factors.
