Internet technology develops fast recently, and finds its way and brings about reform into many fields. The Self-regulated Learning in network environment means that the learner uses the aiding service system for learning provided by networks to choose cognitive tools, decide learning aims and contents and realize the meaningful building of knowledge through alternative, interactive and active learning process. Colleges and universities have an excellent, rich hardware and software technology and resources, students of available psychological, learning skills and network knowledge, making colleges and universities to carry out a web-based self-learning possible.Through previous research, Domestic Self-regulated Learning in network environment research has remained mostly qualitative analysis of factors impact. Little is study about under the network environment, how the affecting factors change and their interactions. In order to explore strategies on developing self-regulated learning ability under network environments, the research about the critical factors influencing self-regulated learning has very important significant.Based on the previous research, this paper finds that the sense of self-efficacy is the key variable among the affect factors which affect the self-regulated learning under the network environment. Then, extracts e-learning course, study support platform and network environment and other factors, build the model of factors impacting on sense of self-efficacy, and put forward some hypothetical proposition. Then author uses questionnaire survey to make empirical research, test and verify the model and hypothetical proposition, and affective significance and strength of factors impacting on sense of self-efficacy. After this, author analyses the nature and the composition of self-regulated learning ability in web-based environment, and then designs strategies on how to develop the self-regulated learning ability in order to provide some proposals to resolve learners'low self-regulated learning ability.
