In recent years, with the implementation of the rejuvenation strategy through science and education, higher education in China have been developed by leaping and bounding, colleges and universities are playing irreplaceable roles for national development and national rejuvenation. With the great achievements In higher education, we should also realize clearly that there is still some gaps between the current quality of university faculties and the public expectations. As a result, it is a key mission to build a faculty team who has higher levels in the reform and development of higher education. Through the analysis to the main difficulties during the process of faculty development, in the perspective of academic professional specialization, we find it is a very important issue to construct faculty development institution, and to explore actively the road of faculty development of Chinese specialties.At present, faculty development is in the transitional stage of institution from teacher training to the development, to study the aim and institution for faculty development is the call of the times. Through the analysis of the deep relations between academic professional specialization and faculty development, this article points out that faculty development is a necessary path; academic professional specialization is the optional value of faculty development. The article believes Expert teachers are the orientation of faculty development under the orientation of academic professional specialization, as experts are not only call from social, the requirements of college teachers, but also the essence of academic professional specialization.The reality is that faculty development has been faced with a series of difficulties and contradictions, in order to break away from difficulties and resolve the conflicts, and grow to specialist, the developing institution must be necessary.. However, aim tropism of faculty development institution is not clear; programs of faculty education can not be carried out effectively; professional organizations is lack; a sound guarantee mechanism is absence; the evaluation system is distortion. In view of this situation, the designing for faculty development is putting on the agenda. In the perspective of academic professional specialization, faculty development institution is necessary to correctly handle with various relationships among the Government, universities and teachers themselves, university the internal institutions for faculty development includes training system, academic holiday, all life development system; the external institutions includes appointment system, teacher incentives system; teacher evaluation system. In a sense, all these systems need to be reconstructed, in the perspective of academic professional specialization, the effective designing Can promote the ethics and enhance capability of teachers.
