Primary school trusteeship institutions are connected with school education and family education, and the specialization of education management is an important public issue.Especially in the current situation of a large number of off-campus trusteeship institutions and the restoration of on-campus trusteeship, trusteeship institutions have gradually become a social hot spot. This study collected 33 students,38 parents and 4 teachers' cognition and evaluation of Q trust institutions through case study of Changsha Q trust institutions, using observation, investigation, case analysis and other research methods,in order to deeply understand the current situation and existing problems of Q trust institutions.Through the investigation,it is found that Q Trustee cannot guarantee the safety and education quality of students under limited conditions.First of all,the person in charge of the trusteeship institution is not clear about the nature and educational content of the trusteeship institution, and is not clear about the orientation and development direction of the primary school trusteeship institution.Secondly, the trusteeship teachers have low identity with teachers, and the quality of education varies greatly among different trusteeship teachers.Thirdly, the students' evaluation of the quality of educational services in the trust institutions is not high. Many students think that educational services are not the main function of the trust institutions. Finally, parents,on the one hand, have a low recognition of the hosting institution and,on the other hand, have different needs for the after-school service content of the hosting institution. Some parents are concerned about the life service and safety guarantee of the hosting institution, while others are concerned about whether the educational service of the hosting institution can improve their children's academic performance.Through in-depth analysis from the two aspects of the low specialization of educational management within the trusteeship institution and the lack of external educational administrative supervision,it is found that the main reasons for the chaotic development of the trusteeship institution and the low socialrecognition are: the unclear subject of educational supervision in the trusteeship institution;Lack of educational laws and regulations related to trust institutions; The implementation subject of hosting service is single; The educational service objective of the custodian institution is unclear. The internal education management system of the trusteeship institution is not perfect; The entry threshold for employees of custodian institutions is low.In order to solve the problems caused by the after-school service of the trusteeship institution, this paper tries to promote the specialization of the education management of the trusteeship institution from the angle of education management, and puts forward that the trusteeship institution in the school should be the main body providing the after-school service, and the various trusteeship forms of the trusteeship institution in the school, the community trusteeship institution and the private trusteeship institution coexist to meet the differentiated after-school service needs of parents and students. The education administration institution should establish and perfect the solution to the supervision system of the private trusteeship institution: it is suggested that the government should establish and perfect Clarify the main body of educational supervision of the custodian institution;Urge the trusteeship institutions to establish an internal education management system; The establishment of a trust agency employees access mechanism.
