The competency is an interesting intersectant issue of psychology, education, organization behavior, human resource management, public administration and management etc. Nowadays, people always probe into the competency in two ways. One is from the competency of individual to discuss the deep-seated reason of obtaining success; the other is from the core competency of organization strategy to keep sustaining advantages to improve the performance. The study came through a course from the post competency to core competency, the private productive company to public department, a static phase to dynamic phase, concept raising to demonstration, the researchers gradually begin to scan the significance of the core competency to the administration of the organization from a higher and wider scope.Along with the turnaround of government function and the innovation of educational administrative systems, also the has to face complexity of education development, people focus on the performance improving of educational administrative organization more and more. The core competency study definitely provides a new perspective of the educational administrative management and reform. So this paper tries to reveal the core competency of the educational administrative organization through the empirical method to provide a theoretical and practical reference for the educational administrative organization in the development. Because of the limitation of study condition and capabilities, this research didn't reach all the expectant aim, however the considering ways and means for the study may attract more scholars and government officials to concern on the educational administrative organization 's core competency for more in-depth research.Based on the results of competency research on individual aspects, public organizations and educational fields, this research integrate various methods such as literature searching and analysis, BEI technique, questionnaire and statistical analysis etc., get 10 competencies of the educational administrative organization. They are: the administration style with probity, diligence and high efficiency, serving people and pragmatic spirit, system innovation and reform capacity, organizational learning and image-building, managing education by law and responsibility consciousness, resource acquisition and harmonization, leadership and cooperation, scientific decision-making and operation, stratagem steering and Macro-control capacity, human resources management and development. Meanwhile, we exploringly compose a core competency model of the educational administrative organization and give some pertinent suggestion to improve the educational administrative organization's management.
