For establishing an efficient manager team in universities, Chinese government decides to reform the old human resources management system into the new system of educational administrative staff. The ministry of education arranges five universities as experimental unit in 1999. When carrying out the new policy, these universities find quite a few problems that the policy can't solve. This thesis aims to study these problems from two aspects. Firstly, from the idealistic aspect, this thesis discusses the meaning of carrying out the system of educational administrative staff thoroughly. During the study, some new idea will be introduced such as arranging the staff in classes or categories, the act of specializing or the process of becoming specialized, and so on. So those leaders of the universities would be concerned with the reform more actively. Secondly, from the operational aspect, this thesis discusses the problems found in carrying out the reform. During the study, some new measures will be introduced such as job analysis, job evaluation, and so on. By those ways, the reform may move forward more smoothly. At last, this thesis tables two proposals, which are: 1. To study the system of educational administrative staff more thoroughly and publicize the new human resources management idea. 2. To study and publicize more human resources management measures.
