Since the reforming and opening policy was performed, the country has been much poorer than the city because of separating of city and country. The country and the peasants are poor, the agriculture is of low efficiency, and the problems of agriculture, country and peasants have obstructed the development of economics. In recent years, a large number of rural surplus labors transferred to cities, but as their low qualities, they can not adapt to the industries in cities, and their salaries are low. The purpose of this paper is to improve the rural labors'qualities by developing vocational education and help them transfer to cities.The paper mainly researched on Chongqing's vocational education, used theories of developing economics, regional economics and institutional economics, and used methods of investigation, comparing, quantity and so on. The paper researched on the status and problems of Chongqing's vocational education, and proposed some measures.The paper has six chapters. The first chapter reviewed the past achievement,and showed related theories of transference of rural labors and manpower capital. The second chapter analyzed the status of surplus rural labors in Chongqing, such as amount, knowledge and skills. And analyzed the reasons why there are so many surplus rural labors. The third chapter is on the transference of rural labors in Chongqing, it shows that there are many people who transfer to cities and they unusually enter big cities. But because of their low qualities, they unusually work on jobs of low skills, and the job conditions are bad, also their salaries are low. The fourth chapter suggested that rural labors'qualities can be promoted by vocational education. By developing vocational education, the rural labors'can improve their knowledge and skills which can help them get good jobs in cities and promote their incomes. Also vocational education can help them adapt to city lives, and it can accelerate the urbanization. The fifth chapter in on the status of Chongqing's vocational education, it analyzed separately the training hold by the government, the vocational schools and social training institutions and showed the positive role of vocational education. Also it pointed the problems such as difficulties in admissions, lack of funds, low quality of education,old teaching way and so on. The sixth chapter suggested some measures, such as to increase investment, promote teachers'qualities, set majors backing to industry structure, serve Chongqing's economics, also to improve the management of vocational education and the employment services. By these measures, Chongqing's vocational education can be improved and it will serve Chongqing's economics better.
