On Issues Of Social Security Pension About Expropriated Peasants In Shann'Xi Province

With the fast development of the process on the urbanization, the focus of agriculture problem is on peasants. Because of the use of land resources especially concerning the farmland resources, a lot of farmers are compelled to leave their lands which they live on. Once the peasants lost their land, they will lose the means of production, the sources of revenues and survival. Because most of the land acquisition compensation for the expropriated peasants is the disposable currency allocation which is much lower than necessary, the government has not carried on appropriate arrangements to safeguard the peasants' rights and interests. Moreover, under the current land policies and systems, the expropriated peasants are unable to enjoy the same social security rights as the urbanites, so the function that the family supports parents is weakened completely because of losing land. Thus, these expropriated peasants need more to rely on the social pension security system than other peasants. Therefore, it is important of paying more attention on the social security pension about expropriated peasants.Shann'Xi is one of the provinces in western China, which is an undeveloped province. At present, Shann'Xi is in transformation period when urbanization develops in accelerating on. On the course of urbanization, more and more peasants are transforming to city dwellers through various kinds of ways. Many of them are those peasants who have lost lands. Due to their lost land which they depend on and being ensured, these peasants face a great deal of risks. The most important problem among them is social security pension. Therefore, in the first place, it is significant of researching on social security pension about expropriated peasants. In the second place, many corresponding policies and measures to solve these problems are needed in Shann'Xi province.This paper is taking Shann'Xi province for example. By means of analysis the current situation about land-lost peasants in Shann'Xi province, it has been found that there is the importance and necessity of regulating the social security system in Shann'Xi. Firstly, this paper analyzes the current expropriated peasants' institution in the world. Secondly, the author argues the questions of social security pension about expropriated peasants in Shann'Xi. Finally, the author sets up the expropriated peasants' social pension system in in Shann'Xi province.
