The education fair thought is the Marxism theory of the spirit of summer.Marxism's discussion about the fairness of education is generated in the criticism of the old materialism about the relationship between education and the people and the criticism of the bourgeois educational equity.Marxism theory on educational equity is expounded as follows: equal access to education,social structure and educational development,the ultimate goal of education is to achieve the free and comprehensive development of human beings.The Communist Party of Chinese learn from Marxism theory about social justice and the related discussion about education and combine with their own actual situation,puting forward the popularization of compulsory education,promoting the balanced development of compulsory education,which has become the Communist Party of China educational fair thought.Education is the cornerstone of national rejuvenation.Educational equity is an important way to realize social equity.With the improvement of economic level and education goal step by step,the people's demand on the compulsory education has turned from “being able to learn” into “having a good education”.There is a contradiction between the inadequate supply of high-quality educational resources and people's increasingly strong demand in the educational field.At present,the balanced development of compulsory education is a hotspot in the field of education,which mainly aims at the unbalanced development among regions,between urban and rural areas and among schools.The compulsory education in underdeveloped areas generally has the problem of insufficient investment in education,various levels of conditions of running schools and unequal distribution of teachers.The unbalanced developmental state will inevitably lead to educational inequity.Therefore,promoting the balanced development of compulsory education in underdeveloped areas will not only be an important goal of China's compulsory education reform,but also the central of all things of government education at all levels.In this paper,I set the Central Underdeveloped Areas of Zhongyang County as an example,and I analyze the problem through the methods of combining theoretical analysis and practical investigation analysis.The first chapter is the introduction,which paves the way for the following research.The second chapter is about theoretical analysis,which mainly analyzes the scientificconnotation of Marx's educational fairness thought.It mainly includes three parts: the theoretical origin,the main content and the future conception of Marx's educational equity thought.The third chapter is historical investigation.It mainly elaborates the historical evolution of the Communist Party of China education fair thought.China Communist Party bases on the absorption of foreign Marx's education fair thought and combines their own actual situation to form different forms of education fair thought in different periods.The fourth chapter is the empirical analysis,through the investigation of Zhongyang county town and township primary and secondary schools to collect relevant information and data,systematically analysing manifestation of the unbalanced development of urban and rural compulsory education and the reasons;the fifth chapter is the countermeasure analysis.To promote balanced development of compulsory education in the underdeveloped areas,flexibly using the scientific connotation of Marx's education fair thought and combining the existing research,insisting on sharing development concept,coordinatibg development and people-oriented,increasing the investment in compulsory education schools in underdeveloped areas,optimizing the allocation of resources for teachers in compulsory education schools,strengthening the rural compulsory education school informatization construction are essential.
