That establishing and perfecting the sustentation system for students is an important institutional arrangement and work content of the construction of both an innovative country and a strong country with abundance labor resource, as well as the realization of the priority of education development and the equal access to education. Since the establishment of People’s Republic of China60years ago, especially the implementation of the reform and opening-up policy for the past30years, the economy and educational reform have experienced a rapid growth. In order to make sure the poor students can have access to receive education, the government has strengthened the policy implementation and paid great attention to the subsidization for the students, and has gradually formed a subsidization system which aims at providing financial aid for the students through scholarship, loan, stipend, subsidy, reduction of tuition and compensation. And these measures have attained great achievement and been generally praised and accepted.The Planning Outline for the National Medium and Long-term Educational Reform and Development from2010to2020was issued and implemented in the year of2010, and it has set more specific goals and requirements for students’subsidization in college. The key problem that should be considered and solved in carrying out the subsidization system in college is how to penetrate the thought of educating people in the whole process of subsidization, so as to promote the all-round development of the students.Considering the development of students’subsidization policy system as the clue, the paper is constituted by five parts, which combines the students’development demand and practical subsidization-educating work. The first part illustrates the purpose, significance, the research status, research methodology, and innovation of this study. The second part mainly reviews the historical development of the subsidization system for college students in China, and analyzes the existing problems in the current system setting. Based on the students’development demand, the third part discusses the feasibility and necessity of the construction of the development-promoting subsidization system for college students. The fourth part is developed according to the clue of educational guiding and the purpose of enhancing students’ability, the paper illustrates systematically the following aspects of the construction of subsidization system for college students, such as the construction thought, principles, main functions, basic frame and characteristics. The last part is a case analysis of China University of Geosciences. Besides, by effect evaluating of college students’ development-promoting subsidization in terms of beneficial student, implementing academy and social influence, the paper puts forward the connotation of development-promoting subsidization and raises the basic frame of students’ development-promoting subsidization system, which can promote the innovation of subsidization thought and manner, provide support and help for poor students to develop themselves, and provide reference for the perfect of college subsidization policy and the transformation of subsidization model.
