The Working Technology Education Center educational resources is a hardware and software complex of Labor and Technology Education Center ,Labor and Technology Education Base or Labor & Technology Schools with the aim of centralized special education of working technology on the students. Hardware refers to the place,professional equipment and sound curricula; Software means teachers and environmental atmosphere. The Working Technology Education Center of B District Shanghai—an educational institutions on the basic of optimized integration of effective regional educational resources and thus sharing embodiment of educational resources facing many difficulties.We should say, according to the author's survey, there are four main issues existing. Firstly, the center is short of brilliant teachers, systematic training as well as professional development objectives. The irrational structure of teacher forces and stale teaching ideas are more or less existing. Secondly, there is an irrational allocation of material resources in the center, such as narrow teaching space, the limited labor and technical projects, inadequate funding, low—level modernized equipment, not making full use of present various facilities. Next, the curricula set by the center are not in a logical system, failing to properly resolve the contradictions course period. Besides, course assessment system is not perfect. Lastly, the educational resources are not harmonious. Little emphasis is laid on labor and technical courses. It subsequently emerged that the development goal of making good use of men and things cannot be achieved.There are various reasons for this. The external factors include the vagueness and uncertainty of national policy orientation, and the misunderstanding of labor and technical courses from the Educational Executive Administration, the society and the school. The poor position and inconsistent of labor and technical coures and their lack of effective assessment belong to main internal factors. These two aspects lead to the optimization of its educational resources is a long—term process, which is also a process needing assistance from all the corners.According to the results, the research put forward four strategies for optimization: Firstly, the strategy of optimizing the teacher resources. To optimize the teacher resources of the Working Technology Education Center, we should start with changing our educational concepts,establish a correct concepts of teaching purposes,students management and teaching methods,pay attention to the training of the teachers in the Working Technology Education Center to achieve " Main in Multi-Skills " gradually; look on the teachers with developing vision, make the plan for professional development; Given strict control personnel enter while recruiting teachers to assure the guality of teachers' troop. Secondly, the strategy of optimizing the material resources. The material resources is the hardware protection for Working Technology Education Center. We should increase the educational input to improve the degree of modernization; Provide the proper places to develop the Working Technology Education; Take full advantage of the existing divice,strengthen management and decrease the equipment, failure rate to improve the efficiency of school. Thirdly, the strategy of optimizing positioning for the Working Technology Education Courses is the key to optimizing the curriculum resources. We should properly handle the relations between the Working Technology Education and Labouring Education , Vocational and Technical Education and Comprehensive Practice Courses, normalize the setting of courses; we can develop the school-based curriculum to resolve the contradictions between the course period and textbook; Reform the evaluation system-establish learning files and detail detail score sheet to give students scientific evaluation. Fourthly and lastly, the strategy of optimizing the environmental resources . It includes the resources of humanities, management system and security system, etc, which have effects on the Working Technology Education. To build the management system for setting the right courses, training teachers and managing the materials as well for the Working Technology Education Center, the research makes a suggestion: build a multi-functional Working Technology Education Center which includes agricultural science learning,technology learning, comprehensive practice and social practice, integrate all of the effective resources to make the resources be shared and improve a regional school efficiency to achieve the resource optimization best of all.
