With the continuous development of science and technology and improvement of knowledge and skill, human resource contributes more and more on value creation ;the development of social economy depends on more and more on human resource.Human resource not only determines the formation of fortune,but also it is the main force to push forward economy. China has stepped into a new century, facing the changes of the global situation with great efforts of constructing a well-off society. Party central committee put forward the idea of human-oriented comprehensive, harmonious, sustainable development view, implementing the strategy of reinvigorating China, carrying out the talent strategy and building the strong talent force.In recent years, Chinese social economy has developed rapidly. The social status and growing enviroment of universities have changed ;universities are no longer reseach centers in general sense. They have acted as an important role in the strategy of rejuvenating the country through science and based themselves at the leading position. Universities take more important responsibilities on talents cultivation,scientific research and social services etc.As many universities have adopted systems of self-enrolling new students.self-management by themselves and implemting divergent selection. Universities especially emphasize autonomy,innovation, prospect exploration for self- survival. The teacher resource optimal allocation shall promote comletely the subject construction and technology innovation. At present, every university in China is strenthening study and practice on teacher resource optimization and has gained some effects.The teacher resource optimization is the foundmental guarantee for rapid development of universities. This thesis is based on practice, analyzing how to make the strategy for optimizing teacher resource according to universities'development orientation. The universities shall take the effcetive measures by deepening the reform and fully create the bebefits from teacher resource to realize the fast growing of universities.By comparing configuration system and structure of university teacher resource in forengn countries, this thesis analizes current situation of teacher resource allocation in China and all the problems existed such as the imbalance of teacher resource allocation structure in chinese universities, the shortage of creative talents,serious brain drain, inaccuracy of performance evaluation,impertinence of incentive measures,serious recessive waste of teacher resource etc.All this has posed a great challenge for the construction of university teaching staff.Aiming at these problems, this thsis has deeply analized reasons for the rise of such problems.This thesis draws lessons from the referential experiences of other countries by analyzing the university teacher resource structures of other developed countries and summarizes the beneficial inspiration of strenthening teacher resource conctruction in our country. Essentially from the angle of human resource allocation, the thesis puts forwards some suggetions and solutions. For example, universities shall change ideas, perfect income distribution system, perfect the appraisal system of the achievement, set up stimulation structures, pefect the market supply and flow mechanism of teacher resource, optimize teacher resource structure etc.
