The justice of education is a very important embodiment of the justice of the whole society, and the configuration of educations resource has a direct affect of the healthy development of education. In education resorces, teacher resources have drawn much attention as a dominate role. In the develop process of economy, the fluidity of teacher contributes to the unbalance in the configuration of them. Especially in recent years, as the developing speed of economy becomes higher and higher, the treatment of teacher is not the same in different area, and because of that, the phenomenon of excellent teacher resources fluiding to economic advanced area is much severe, and from that, choosing school phenomenon is also getting worse.The root of education injustice is the unbalance of education resources. It will do much for balanced educational development by solving the problem of balanced configuration of teachers.Xiajin county in Shandong Province is a economically underdeveloped area, the gap between the level of economic development and needs of educational resources under the concept has been the biggest obstacle to equitable education and perfect elementary school teachers'configuration. Xiajin County teacher configuration in elementary schools is not very optimistic. The big gap between urban and rural teachers, shortage of rural teachers, unstable flow of teachers, irrational teacher structure, overall low professional quality of teachers and a series of contradictions, difficulties and problems of rural development and training teachers seriously influenced the banlanced development of local education and educational equity.By studying the configuration of Xiajin County elementary school teachers, the characteristics of the shortage of rural teachers and educational structural imbalances,such phenomena as the loss of teachers and current condition of educational sources, we can obtained the following aspects of the problem, with the use of literature, investigation, statistical analysis:(1)the overall quality of elementary school teachers is not high; (2) the insufficient number of teachers; (3) the unreasonable structure of urban and rural subjects; (4) the unreasonable age structure of urban and rural areas. Here is the strategies to solve these problems:(1) enhance a variety of training courses of elementary school teachers to improve the overall quality of their teaching; (2) give great addition to the number of the rural elementary school teachers; (3) promote young teachers in rural elementary schools; (4) optimize structure of the rural elementary school teachers; (5) strengthen the exchanges between urban and rural elementary school teachers, promote the balance of educational resources.Xiajin County is in the critical period of education reform and development. With the needs of the new ages and people to be satisfied, it's extremely important to improve the quality of elementary school teacher, promote the quality of training team and configuration teaching resorces.
