With the acceleration of the process of economic globalization and the transition to knowledge-based economy,China's vocational education is in the rapidly growing period,which is an opportunity but more challenges.Vocational schools are the base of professional person,education quality decide the quality of the graduates.Therefore,both the quality improvement of Vocational Education and Vocational organizational performance improvement are imperative.Therefore,establishing the scientific and objective performance evaluation system is necessary.Optimizing the allocation of vocational college teachers is of great practical significance and must be resolved.These papers analyze the importance of vocational education and the social demand for skilled personnel,and explain the importance of human resources,especially vocational teachers.Secondly,author analysis of the vocational college environment for the development of human resources and development of domestic and international trends,then analysis of the human resources theory and research methods related to human resources development and management theory as the theoretical basis of the results of the study to investigate the facts,provide a theoretical basis for the paper.Next,the allocation of resources by vocational colleges and comparative analysis of the status of research,author analysis the resource development and management of vocational colleges' present situation of higher vocational colleges and the current causes the main problems in Vocational Colleges Teacher resources supply and demand forecast model.Then,analysis the Vocational School Teachers Resource Efficiency and comparison of the status of research,analysis under the Vocational possible causes of teacher effectiveness,teacher effectiveness evaluation model building.Finally,a special case for the Construction of Vocational Teachers in the performance evaluation system uses BSC indicator system and application-level analysis to evaluate teacher performance,at the same time made a practical faculty of vocational and technical performance of optimal allocation of resources to countermeasures.
