As the new century came with the feature of Knowledge Economy, great changes began to take place in the mode of the school-running mechanism of universities, especially when the seller’s market emerged with the college expansion plan and some of the foreign higher educational institution were brought into our country. Affected by some new social factors, the main running mode of universities with the state investment and national administration began to change secretly. The running school system and its managerial system are faced with double challenges of the Knowledge Economy and the Market Economy. The task of this essay is being carried out under such background. According to the comparisons in the field of Human Resource Management of universities both in our country and foreign countries as well as the analysis of the current conditions, we put forward the idea of renovation of the Human Resource Management system and running mode of universities, from the point of Human Resource Management.This essay is aimed at introducing the modern theory of Human Resource Management into the staff management of universities, turning the traditional personnel administration system into the modern human resource management system. Based on the special research on the university teacher resources management, this essay defines the features of the university teacher resources management and the important part in the development of universities played by the university teacher resources management. Furthermore, this essay also does researches on the school of management and analyses the present management condition of staff management in order to find out the problems existing in it and come up with the integrated design of the management reform of school, hoping to put forward some workable measures about the employment, training, resource introduction, encouragement and sustainable development of college teachers and provide the basis to the practice of teacher resources management of school of management.
