Colleges and universities are the frontier to implement the strategy of rejuvenating the country through science and education and that of reinvigorating country through human resource development. These two strategies require talents working system innovation and personnel system reform, which include the task of establishing a scientific mechanism of talent evaluation, selection, appointment, incentive and guarantee. Therefore, it becomes very important to build applied based institutions for higher learning and to perfect faculty performance appraisal system.For applied based institution for higher learning, to construct and perfect faculty performance appraisal system firstly need relevant theory supports. Then, study and learn from the useful experience and methodology of faculty evaluation system in the top-grade institutions abroad, analyze domestic current development situation and find out the existing problems. Finally, take all the above inner and external factors into consideration, design construction principle, index system and evaluation system, indicate guarantee measurements of organization, institution and human resources system. Therefore, compare to the original assessment system, evaluate the new system of applied based institution for higher learning, get some enlightenments, and make popularization.
