Study On The Subsidy To The Poor Students In Jilin University

With the expansion of University policy and the implementation of the charging system, the higher education is expanding. The higher education in China has entered the stage of popular education from the elite education. But at the same time, the problem of the poor college students becomes more prominent. According to preliminary statistics, in 2007, the total number of the full-time students in national public and private colleges is 19,992,600. Among them, about 4,077,100 students come from poor families, who account for 20.39% in the total number of students in school; about 1,479,900 students come from more poor families, accounting for 7.4% in the total number of students. And the problem has attracted great concern from society. Therefore, studying on the subsidy to the poor college students ,improving the subsidy system ,and solving the problems is a very urgent and important issue whatever in theory and practice .And it relates to the persistent ,stable ,healthy development of the higher education .It also relates to the achievement of the ideal of the educational fairness.This article selects the Jilin University as the object for the study. Through the thorought investigation and the interview, let us know about the present situation and the effect of the subsidy to the poor students of Jilin University. Then I will utilize the correlative theories to analyze the problems and propose some countermeasures and suggestions that can improve the subsidy system .by further, to enrich the subsidy system's theory in our country, and provide useful reference for the related department.This article includes five parts.The first part mainly introduce the background,meaning and the present study on the subsidy to the poor students and the research method . The second part is an overview of the subsidy to the poor students. First of all, some concepts such as poverty, the poor students, the subsidy to the poor students and the subsidy system are defined. Secondly, the cause of the poor students are analyzed and at last , the theoretical basis is explored.The third part introduces the status of the subsidy to the poor students of Jlin University. At first, introduce the overall situation of the subsidy to the poor students, and then use the investigation and interview to know the situation of the poor students.The fourth part assesses the situation of the subsidy to the poor students in Jilin University to find the achievements and the problems.In the last part, the author proposes some advice to solve the problems.The conclusion of the article is how to improve the subsidy to the poor students in Jilin university : to define the poor students scientifically and reasonably is an important prerequisite; to build a scientific and reasonable subsidy system is the key to the work; expanding the source of social capital is an important guarantee for the work; the combination of financial assistance and the spiritual assistance is the fundamental way to do the work well and achieve the objectives of the subsidy.
