At the time through science and education background,colleges and universities want in the fierce competition to achieve greater development.So it raised more demands to how scientific research management system to promote the continuous improvement of scientific research and industrialization of scientific and technological achievements,and to enhance the comprehensive strength of colleges and universities.And then "Sci-tech Innovation Teams in universities and colleges"came into being.Sci-tech Innovation Teams in universities and colleges,which will have a positive and far-reaching impact on the development of higher education,such as improving the level of discipline construction,expanding the ranks of the teachers,cultivating high-quality personnel and so force,is on the subject of widespread concern of society.As any new things to grow and prosper,the constrction of Sci-tech Innovation Teams in universities and colleges is a process.It needs its own tireless efforts and external support.In recent years,many scholars at home and abroad study on the formation and management of the team.However,at our country,many aspects of Sci-tech Innovation Teams in universities and colleges such as formation,management,or assessment are still in the infancy.So it's very worthy at studying how to assess the performance of Sci-tech Innovation Teams in universities and colleges.This article first explain the concept of innovation and team,compare traditional team and innovative team,and have the conception,characteristics and structural elements of Sci-tech Innovation Teams in universities and colleges.In the second chapter,we get the conception of performance,performance evaluation and the performance evaluation of Sci-tech Innovation Teams in universities and colleges.In the next chapter,we set up a team performance evaluation index system using a methods of combining qualitative analysis and quantitative analysis.And then we give every index the weight with the method——AHP.Eventually,it's formed a performance appraisal system.At the last chapter,we realized how the Shanxi University of Finance and Economics build its teams and test its Sci-tech Innovation Teams,and then give some advice to how to build better indicators.
