Nowadays, as the fast development of science and technology, the researching function of universities and colleges becomes more and more important. Scientific research not only need work by oneself but also collaborate with other people, that is to say, it need teams to fulfill difficult tasks. In this case, Sci-tech Innovation Teams in universities and colleges emerge as the times require and catch many people's eyes.However, how to improve the capacity of Sci-tech teams'science research becomes a focus of managers and researchers in universities and colleges. As far as the writer sees, performance evaluation system is critical to the performance management in Sci-tech teams which is one of the most important problems in Sci-tech team's management. But now the study about Sci-tech teams in universities and colleges is deficient, especially on the performance evaluation of Sci-tech teams in universities and colleges. Most research on team evaluation is about companiesand management area. According to the specialty and the basic theories of team and performance evaluation, the characteristics,objectives, principles, contents and method of combining qualitative analysis and quantitative analysis, affecting factors of the performance level contents, of sci-tech teams are presented and discussed systemically in this paper. Then the paper analyzes the team evaluation in which there are many contents such as to set performance criteria, to evaluation. Thereby the performance evaluation system of sci-tech teams in universities and colleges is setup. These researches try to provide reference and accordance to the performance evaluation of sci-tech teams in universities and colleges.
