Research On Leadership System Of Overseas Chinese Higher Education

Institution is more important than technique,and system decides efficiency.By far, every evolution of leadership system of higher education derives from the special education policies announced by government.However,if we only focus on research on this level,we would be lack of theoretical explanation and executive power for many phenonema and contradictions,and then reform would be very difficult to extensively explore.Leadership system is unification of institution and norm,the core of the management system,which has important impact on efficiency of school management and teaching.Overseas Chinese higher education colleges have more advantage of opening and policy than the others,reasonably becoming poineer for innovation of leadership system.The writer based on reading paper and precedent research,using relevant knowledge about management of higher education,new institutional economics as analytical tools, links institution transition,institution conditions,shortcoming of institution and innovation of institution together as idea and framework of this article.This article firstly shows the histrical innovation course of leadership system of overseas Chinese higher education both macroscopical and microcosmic,analysing the characteristics of these innovation.And then,it analyses the condition and exist of overseas Chinese higer education by telephone interview and so on,finding problems such as the inappropriateness of main body of runing a school,wrong characters,the lost of right to run a school.In microcosmic aspect,there is lack of laws for principal responsilbility,and at the same time the principal has over power,the party official has lower position and some problem in the assignment of job.Reasons are found that superficially,the abnormal and insufficiency of system and subjection between overseas Chinese school and overseas Chinese office,but indeed the inconsistency of right and governance of overseas Chinese school.The characteristics of high school governance is the inconformity between decision right and fund right meaning the decision right is not affected by fund.So,the author makes some suggetion that letting the overseas Chinese school belong to the local government,relocating the its character,clarifying the property right, giving the Independent legal position to it,setting up Intermediary organizations, strenghening the monitoring and discussing the new mode of operation of school director board.The leaders of overseas Chinese school should obtain the support of the provider of system tortuously and gradually,which depends on their trying spirit and the openess and forgiveness of the supervisor.
