Realizing the modernization of education, the education governance should be modernization. This is the important reflection to improve national governance system and the reform of governance ability modernization in the higher education area recently. Nowadays, our country still uses traditional hierarchy governance model. This model has obviously shorts, such as coordination of stakeholder relationships, allocation of resources, and execution of policies. The key reason is the more powerful government, so takes the unbalance among authority, responsibility and profit to other stakeholders. If we want to solve these problems, we should weaken the government's authority, at the same time, interact and coordinate to the stakeholders who in the straight line. The new development of social governance theory provides a new view.Network governance has the characters to governance itself. This fit with the development of higher education institute; it is the new thought to solve the complex problems. Therefore, realizing the network governance based on the choice of network authority, and the specific perform of trust and coordination. These are what we lacked. This article chooses allocation of property rights as the network rights based on the characters of influence and execution also has the nature advantage about trust and coordination. This paper takes part in three differen aspents.Firstly, this paper research higher education institute network governance structure through the method of Social Network Analysis. Stakeholders are the foundation of higher education institute network construction, but the current researches based on theoretical analysis mostly, lacking empirical test. This study used the Archives Records Method, the use of the accounting records of the case of University College network to collect data stakeholders. According to Social Network Analysis in the center of the analysis and structural hole analysis, we judge the stakeholders network position. The important of higher education institute stakeholders' network relationship depends on its network position, it is the process of dynamic adjustment, has the closely tie to the government policy orientation, socialty economy development and the univerdity's strategic adjustment. Making a comparison to the primary stakeholders' network relationship, this paper finds out higher education institute skakeholders show the brand new relationship charactors under the environment of network governance, it is useful to perfect the higher education institute network governance structure.Secondly, this paper macro and micro objectives of University governance oriented, respectively, from the macro-level social networking governance mechanisms, the micro-level organizational network management mechanism. Where:(1) the macro level. The use of spatial correlation, cointegration test and vector error correction model framework consisting of multivariate analysis, inspection panel data network structure evolution and causality of local budgets, the family investment, private investment and economic growth. Findings show that the government through higher education on the national economy is not significant spillover, other stakeholders in the educational resources allocation efficiency is not high;(2) the micro level. This part of paper takes the former researches' conclutions about macro influence factors and micro influence factors as the alternative order parameter, use the panel data about 25 provincial undergraduate institutions from 2008 to 2012, inter-analyze to the macro and micro influence factors by the methods of Haken Model from the theory of synergetics, pick up the leading factors as the evolution driving force. Under the network environment, the driving force from different levels interact each other, prompt higher education institute network goverance evolutes from disorder to order, from low level to high level. The research finds out that the micro level governance ability drives the change of macro level governance ability, through the improvement of capital operation ability can promotes the overall governance level, so could solve the current governance model's problems effectively.Innovation of this paper is mainly reflected in four aspects: First ly, allocation of property rights demonstrated the feasibility of power network, making network management more operational; the second is the introduction of social network analysis research interests stakeholders, given interaction between evidence to improve the governance structure of the network environment has important guiding significance between participants; the third is to abandon the traditional evaluation criteria and universities, to goal-oriented and focus on ‘resource reserve capacity' building evaluation system, a comprehensive reflection the results have been financing the use of resources for the future development of reserves and resources for the overall planning capacity between financing and provision of services Universities; fourthly, dynamic research network governance perspective, with co-driver theory to explore the effective functioning of the network management the order parameters to obtain a network to achieve self-reinforcing and self-governance model stable Universities. Based on the contributions, this paper will takes a system research to the higher education institute net work governance which based on the view of allocation of property rights. Through these researches, this paper helps understanding the new governance' target, builds a new performance evaluation method, solves the dynamic power problems.
