Converted School is a kind of complex school which changes the original public school, on the basis of keeping state-run educational property rights, into the one in which the school buildings, teacher's establishment and organizational cost are provided both by government and by students'parents in the form of tuition, accepting social subsidy, with its headmaster and board of directors undertaken the whole responsibility. It is a new education form caused by the reform of education system. The key that the system improves is that the system is improved, and the core which the system improves is that property systems are improved. So it is particularly urgent and important for us to analyze, define, and transform the property rights of converted school, making it clear and standard.However, the current converted school has a great deal of problems, among which the problem of property right is rather outstanding. For example, what property rights should the converted school get? How to define to the school property rights? Who will share the increased property after converting? How does the school increase the investment participants and attract the social fund? And so on. Since the property institution reform in the economic field has undertaken today's heavy load of economic system reform and economic efficiency improvement in China, will the property right institution reform to school facilitate the prosperous development of educational system reform?To answer above proposed questions, the paper firstly analyzes the cause, base for choosing and current situation of the public converted school to clarify the objectives, confirm the achievement and know the weakness. Secondly this paper analyzes the related theory on the property right system of public converted school------ signification, structure, function, limit, definition and clarification of property right and so on, so that we can make a breakthrough about the problem of the public converted school property right in theory. Thirdly We analyze specific problems existed in the public converted school property right system such as missing of the state-owned educational property, assets assessment, imperfect supervising system, ambiguous ownership and right of gain, lack of necessary assessment and registration for capital accumulation to further...
