To improve the scientific quality of all the people is the foundation for implementing the strategy of revitalizing the country by science and education and guaranteeing sustaiable development; it is also the bulwark to ensure a well-off society and the great rejuvenation of the Chinese nation. The people's accomplishment is fundamental to a country's competitiveness, and the science literacy is an important component. Naturally, it has become a necessity, in the process of carrying out new curricum reform, to set fostering and improving students' science literacy as the core objective in chemistry teaching. Chemistry is an experiment-based science, which is advantageous to cultivating students' science accomplishments, so it is every chemistry teacher's incumbent responsibility and obligation to undertake this task.As a chemistry teacher, the author, amidst the indepth implementation of curriculum reform, has made some research on how to foster and enhance students' scientific accomplishments through chemistry teaching. Under the guidance of instructional design, this research, through the analysis of the new curriculum criteria and Syllabus for National College Entrance Examination, proposes the SR oriented instructional designing strategy and has designed some cases as well.The SR oriented high school chemistry teaching design proposed in this essay means: with science research penetrating and integrating the 3-D curriculum goal, chemistry instructional design should aim at comprehensive and systematic cultivation of students' science literacy; this teaching design gives priority to student's activities and also highlights SR-oriented teaching flow path. According to the procedures, the essay provides some cases in terms of theretical knowledge, chemistry experiments and STS. At the end, the essay points out some problems that should be noticed in the instructional design.
