Research On Mode Innovation Of Urban Community Governance

Urban community is the cell of the urban grass-roots community. As self-government it plays an important role in urban and social development organizations. With the deepening of reform of the administrative system and the "unit system" being broken, the relationship between government and society experiencing transition from the lengthwise control to the transverse interaction, the needs of the community becoming more diverse, the community autonomous organization, the Non-governmental organizations as well as the resident become the important force which participated community governance. The original management system which is mainly based on administration and fragmentation of the old city has lagged behind in social development. It needs to be from the traditional government management participation in the main to multiple changes in the community governance.Urban community-building needs new governance model. So reforming China's existing governance system of urban communities and explore new modes of community governance has great theoretical and practical significance for community building and development.Community governance system, however there are some problems such as weak community self-government forces, community governance presenting a certain degree of administrative. How to innovate establishment of the mechanism based on governance and community, which is the important theory and realistic topic in our country.The topic of this article comes from Professor Shen Ronghua's Ministry of Education, a major public relations philosophy of social science research projects(06JZD0033) named "local government reform and deepening the study of the administrative management system". It is a subset of the subjects which is commissioned by Pingjiang district——Community Governance Institutional Innovation in Pingjiang District.I have participated in the subject for two years.In this time, I am fortunate enough to work together with my mentor and published a paper entitled "Cooperation and Co-governance: the Selection of Chinese Urban Community-building Path——of Institutional Innovations of Community in Pingjiang District in Suzhou". This paper was formed under the guidance of my instructor first and formed the draft of a paper, and through my instructor several modifications then to be published. So the quotes of this article in this paper are marked in the form of a footnote. Due to limited space, the subject can also be for more in-depth study. My instructor agreed. This article, as well as the course of the study subjects have all been struck by the impact of this paper.The paper used many methods in the article,such as empirical analysis,eomparison and literature, system and ananalysis. In this paper, trying to through researching and comparing the community governance model of domestic and foreign, and learning from the experience of community governance at home and abroad, taking the innovative community-based governance model in Pingjiang district in Suzhou as the case, the aim of this article is to explore new modes of community governance.At present, there are many patterns of urban community in our country, some from the point of democracy, some focus on community self-government and some stressing local government's services. The characteristic of community-building in Pingjiang district in Suzhou is its institutional innovation, which arouses the concern of academics. The community's conceive and legal basis of "one and four" structure, the connotation and value of its institutional innovation in Pingjiang district in Suzhou have a certain use for reference to our studies on the path of urban community-building, cooperating changes in the form of local government's function, trying to find the way of cooperation and co-governance between local governments and communities, and fully absorbing social forces to promote community-building. In this paper, through researching and comparing the community governance model of domestic and foreign, and learning from the experience of community governance at home and abroad, taking the innovative community-based governance model in Pingjiang district in Suzhou as the case, the aim of this article is to explore new modes of community governance.
