The accelerated process of reform and opening in-depth and market,economic and social environment of our cities have undergone great changes.In order to cope with the many problems brought about this change to the urban grass-roots management,Urban Community Construction in China in the late1990s,the rise of extensively.And its emphasis on cooperation,participation,sharing and interactive spirit,reflects the transformation of the urban grass-roots management system is regarded as the allocation of public resources of power to the cooperation as the basic concept of "governance theory"in the specific practice level.The new community multi-governance model to replace the traditional single government authority management.This paper’s Pudong New Area Zhu Qiao zhen Qian hui Village community is a relocation of the district,was founded in2007,is one of the "four"demonstration area in Shanghai.This article on the basis of "governance theory"through a field survey of Qian Hui village communities,real and objectively describe the current status of community governance,including the issue of powers and responsibilities of the governance body,the relationship between governance and create problems reason to look for solutions to this problem and ways to improve governance.This article consists of four parts.The first chapter is the introduction,the second chapter leads to the topic,describing the connotation of urban community development process and community governance.Selected in the third chapter of the actual case,a specific analysis.Chapter IV will be based on the analysis of case studies drawn,put forward the ideal of the urban community governance model for government-led community,culture,history and reality-based reasons exist for the community governance proposed solutions to this problem.
