Because the economic development echelon of area of our country advances the reality of strategy,determine the situation of non-balanced development of basic education of our country at present.The county land basic education only goes through "equilibrium→Non-balanced→balanced",could balanced to higher-level balanced development from a low-level one.Only if it should be a dynamic evolution to develop proportionally,it is only a temporary,relative state to be balanced.Therefore,study county land basic education develop proportionally,offer the experience used for reference for balanced development of the national basic education,not only have great theory meanings but also have far-reaching realistic meaningsThe research chooses Chang-sha County as the individual case,use and educate the fair theory and Parsons' functionalism theory visual angle,have carried on the deep positive research to the census data.The conclusion of the positive research shows:The quantity of development of stage of compulsory education of this county is balanced,but unbalanced on the condition of development; Preschool education,high school educate no matter quantity, or the condition of development,the difference among the urban and rural areas,among the villages and towns,among the schools is prominent.On the whole,with the gradual rising of the economic development level,the absolute level of basic educational development has improved a lot,among the school, among the villages and towns,disparity among being in urban and rural areas still existence,have the tendency to further expand.In order to promote the county the developing proportionally of land basic education,this research has proposed six suggestions to the conclusion of the positive research:First,the balanced development advancing the county in every school in the intra-area progressively;Second,the balanced development that connected after advancing compulsory education conscientiously;Third,support the undeveloped villages and towns to develop basic education with higher speed especially;Fourth,the reform and building of contingent of teachers who strengthens the county land basic education;Fifth, set up the land basic education resource-sharing mechanism in the county;Sixth,encourage social forces to be put into the basic education actively.
