| The main idea of balanced development of education in the land includes the development of people, developing in an all-round way, developing in harmony etc. In addition it has explained especially what concrete work should be done in order to realize the balanced development, for example, gathering up strength to solve the principle contradiction, using successful experience for reference, increasing the input in government finance, implementing all free compulsory education etc.This study plans to analysis the weak link from a micro perspective in the current study-the status quotes the study on the county education, especially the differences of teachers in the urban and rural compulsory education within the county is not enough, taking the county education teachers'status of Zhun'ge'er District in Ereduos City of Innermongulian Autonamou Rigon as the case subject。Through surveying the state of the rural and urban teachers of this District to identify the gap between the urban and rural teachers. this paper brings forward recommendations and methods to solve in the county the difference between the urban and rural education of compulsory education and to further promote the balanced development of education within the county to provide measures and to provide reference method to promote the region's relatively balanced development of compulsory education。Meanwhile County government also plays an important role in promoting county equalization in compulsory education, but also faces many confusions and problems in the process of its implementation. Based on a survey in zhun'ge'er county, our province, the article proposes that in promoting county equalization in compulsory education, the county government should assume the functions matching its duty and finances, undertake the functions that cannot be replaced by other governments, and meet the educational demands of the people.This situation is mainly because of the following points:the development of the urban and rural economy is not balanced;the national and local treat the urban and rural teachers differences policy; it exists the system of key schools currently in this District; the low level of the rural school management restricts to autonomy professional development. So, many corresponding countermeasures and advices were advanced on three laies as follows:Firstly, from the governmently, should set up the directional policies and systems, increasing the devotiones of education, doing well the programingof balancing development of area teachers. Another, we should also set up the amounting standard and the evaluating mechanism of balancing developent for education's resource, and do well the job of intendance;Secondly, the prefectural education service should defilitude the aim of advancing development of teacher's reasoures and should to increase the construction of diversified systems. additional, we should deepening the innovation that are system of inner department; Thirdly, rural's school should increacing the construction. It hopes that this paper can provide the reference method of the development for the education administrators in this District, and provide general comments to promote the balanced development of regional education for the country in the process of universal compulsory education. |
