The balance of education development is the main factor and important embodiment of social equity, and the balanced development of fundamental education is the basis and prerequisite of the balanced development of education, thus is of great importance to prompt harmonious development of national and regional education.Nowadays, our country attaches great importance to present a balanced development of basic education, and at the beginning of2010the Ministry of Education has proposed the strategic requirements of "reach the initial regional balance on compulsory education in2012, and reach the basic regional balance on compulsory education in2020".Looking back the development of Tianjin basic education,it has already been walking in the front nationally at present, but after deeply analyzing its current situation we can find there are terribly imbalance among the six urban districts of Tianjin, whose manifestation includes uneven distribution of quality education resources uneven and decreasing total education investment and teams of teachersas well as matriculate quality. The existed phenomenon greatly influenced the realization of balanced development of basic education in Tianjin. For this reason it’s of far-reaching significance to study on the balanced development of fundamental education in Tianjin city, not only offering the guarantee to reach the consolidation and implementation of the strategy of give the priority to the basic education development, but also providing the conditions for the coordination of the contradiction between the school layout, the rational allocation of educational resources and the process of city modernization.This article is to undertake a study of basic education from the regional level, not only describes the profile of basic education in Tianjin, the imbalance phenomenon of basic education among the six districts, causes of the arising problem, etc. In order to solve the problem of imbalance, this article puts forward to building Tianjin basic education balanced development decision support system based on GIS taking account to the whole situation and then come up with three solutions. First, we must strengthen the administrative, financial and legal support to basic education, and strengthen the service function of government, three measures work together to eventually form the stable structure to set up balanced education bridge. Second, the paper also chooses15middle schools of Hexi district in Tianjin as the study object to survey their teachers resources and the allocation, and then evaluates the region foundation education resources of space distribution according to the geographic information system of spatial analysis function, and finally provides countermeasures for the basic education school layout adjustment. This paper also puts forward a teachers mutual help mode to attempt to change teacher resources configuration in the current circumstances in short time. Third, this paper also puts forward the idea of redrawing the primary and secondary school area tablet in Tianjin urban area based on the geographical information system to promote the balanced development of primary and secondary school in Tianjin.
