| Entering the 21st century,the reform and development of China railway come into an important period.With the accelerating process of modern railway technology and equipment,china railway needs high-skill talents,who meet the "safe, high-speed,overloaded" challenge,more and more urgently.Especially with the deep implementation of "railway 11th five-year plan",a large number of modern equipments swarm into railway industry.Thus this further enhances the railway's requirement to the skilled-talent on their knowledge of new technology,new equipments,new rules and new engineering.And this also highlights the situation of the unreasonable structure and the shortage of the skilled-talent,and the situation of lack of training resources.This paper uses the literature analysis method,interview method and questionnaire survey method.According to the actual data of the training and modern information technology application ability of the railway industry staff,this paper uses the advanced methods and means for reference on the basis of reading a great deal of literature.Also this paper analyzes the deficiency of the current railway training system,especially the technical framework,and presents a distance network training system framework based on Internet.Based on the research of railway talent requirement,the state quo of railway staff and training,the degree of popularization and technology development of Internet,this paper demonstrates that the distance training based on Internet is urgently needed by railway staff training and its adaptability.In this paper,the technical framework is the main part in the distance network training system to research and design.This paper also does some research on organization management mechanisms and supporting policies,and analyzes the relationship among technical framework,organization management mechanisms and supporting policies.In the end,this paper finishes the whole framework of modern distance network training system of railway industry.
