Talent is the foundation of a strong country.High-quality and high-level talents are the driving force for a country to achieve its development goals and enhance its international competitiveness.The foundation of talent cultivation lies in the national education and training system,which ultimately determines the realization of the noumenon value and tool value of education.The establishment of a rational and effective talent education and training system has been the most concerned governance issue of all countries since the new century.The factors affecting the talent training and supply in a country are very diverse and complex,and the qualification framework system and the value concept it embodies fundamentally determine the quality and effectiveness of the talent education and training.In the development of modernization,western countries have already incorporated the qualification framework into the national system construction.In the critical period of China's social and economic transformation,it is urgent to establish our own qualification framework system.In 2016,in the law of the 13th five-year plan for economic and social development of the People's Republic of China,in our country for the first time explicitly put forward to develop the national qualifications framework.In 2019,the national vocational education reform plan,proposed to further promote the national qualifications framework construction,explore the implement qualifications and professional skill level certificate cohesion,to ease and solve the problem of talent shortage in the construction of our modernization drive.As the birthplace of the qualification framework system,Britain has established a relatively perfect national qualification framework system based on the concept of equivalence after many reforms and developments,which provides us with valuable experience.Chapter 1 introduces the background,significance and research status of the qualification framework,defines the relevant concepts,and clarifies the research methods and ideas.Chapter 2 discusses the theoretical basis of this study and analyzes the construction and development of the British qualification framework from the perspective of the concept of same value.On the basis of expounding the basic point of view of the concept of same value,the logical train of thought and the Angle and viewpoint of this research are clarified.Chapter 3 introduces the generation and establishment of the National Qualification Framework in British from the political background and educational ideological trend.The parallel qualification certificates of vocational education and general education verify the value of vocational education and promote the development and improvement of the scale and quality of vocational education.Chapter 4 introduces the process of reforming the qualification framework system and building a new Qualification and Credit Framework in British from the two aspects of educational policy and skills strategy.The new framework realizes the measurement of the value contained in the qualification certificate with the learning unit,grade symbol and score tool,and illustrates the efforts of the second-generation qualification framework system in promoting the qualification equivalence by taking the certification of the learning results of vocational education and its integration with general education as an example.In chapter 5,the problems in the operation of the qualification and credit framework triggered the British government's fine-tuning of the existing qualification framework and the introduction of a new normative qualification framework.The new framework truly realizes the measurement and equality of the value of the qualification certificate with the whole qualification time as the scale,which marks the final implementation of the British qualification framework system on its concept of equivalence.Chapter 6 summarizes the characteristics of the development of the qualification framework system in British and analyzes the current situation of the construction of the qualification framework system in China.On the basis of reference,this paper summarizes the enlightenment of the British qualification framework system to the construction of China's national qualification framework system.
