The construction of modern vocational education system guarantees the reform,development and quality improvement of vocational education,being the inevitable requirement of economic structure transformation and industrial upgrading of science and technology.However,the modern vocational education system with the core elements of "fusion of industry and education,integration of vocational and general education and lifelong learning" is suffering from huge obstacles:One is double paradox of the "labor shortage" in labor market and "employment difficulty" of career education students.Secondly,vocational education and ordinary education are not integrated.The vocational education is regarded as "second class" education.Thirdly,vocational education ends at college level and becomes a "broken".education for the unsmooth learning channel.One of the effective ways of solving these problems is the system innovation,to establish and improve the support system of modern vocational education system construction,and the national qualification framework system construction is the foundation of the system design.At present our country has not established systematic and complete national qualification framework,many disadvantages exist in the current system of vocational qualification system,which are unable to meet the requirements of the modern vocational education system and its real development in our country.Throughout the developing process modern vocational education system of developed countries,the construction of national qualification framework system is the common choice and developing trend,among which the Australian qualifications framework system is particularly representative,from which we can draw lessons.What is the background of Australian qualification framework?The goal,content and operating mechanism?What kind of role and value does it play and reflect in the modern vocational education system?What are the lessons can we draw from it on the construction of modern vocational education system in our country?Based on the perspective of modern vocational education system construction,the thesis adopts the methods of literature analysis,historical analysis and comparative research on Australian qualifications framework for text interpretation and deep analysis.Firstly,the theory of structural function is used to interpret and analyze the connotation and core characteristics of modern vocational education system,i.e.fusion of industry and education,integration of vocational and general education and lifelong learning,which are used as observation points to look at the function and value of Australian qualifications framework in modern vocational education system.Secondly,the thesis returns to its roots—elaborates on the formulation and historical development of the Australian qualifications framework system and analyzes the motivations of its formation.According to its different characteristics,the process of its development can be divided into five stages:the sprouting stage(before 1995),the initial stage(1995-2004),the developing stage(2005-2007),the reforming stage(2008-2010)and the maturing stage(2011-present).On this basis,the thesis also observes the aims and objectives,grades and dimensions,types of qualificationand its operation mechanism of the Australian qualifications framework.Thirdly,based on the history and reality analysis,the thesis clarifies theoretical foundation and core concepts supporting the Australian qualifications framework,i.e.life-long study,new vocational education,the theory of multiple intelligences,the learning theory of humanistic experience,learning results orientation and capability-based view.Fourth,based on modern vocational education system horizon,the thesis analyzes the role and value of the Australian qualifications framework.Under the national qualifications framework system,Australis constructed the trinity of modern vocational education system,with the government and industry leading as the basis,with the demand oriented and competence-based curriculum as the core and with the practice driving and environment optimizing of teaching implementation as the key.The system is guaranteed by strict access and standardized training of the teachers to realize "fusion of industry and education",thus to strengthen the "adaptability" of vocational education system.The system also takes the qualification certificate cohesion,curriculum cohesion and credits cohesion as the carriers to actualize the "integration of vocational and general educations",thus to promote the "cohesion" in vocational education system.The system recognizes the non-formal and informal learning,which is regarded as"previous learning recognition",ensures the smoothness of lifelong learning of vocational education and promotes the "openness" of vocational education system.Finally,based on the experience of the Australian qualifications framework,the thesis observes the development,present situation and problems of the vocational qualifications system in Chin and puts forward suggestions for China's national qualifications framework construction from the perspective of the construction of the modern vocational education system:on the conceptual level,it should be guided by the concept of lifelong learning and humanism and set up the conceptions such as the view of big vocational education,learning results orientation,competence-based education.On the practical level,the country should develop national qualifications framework and perfect the relevant laws and regulations and establish a national unified system of qualification management system to ensure the authority of qualifications.The integration and cohesion between qualifications of all types and at all levels,should be ensured to promote integration of industry and education.Industries and enterprises should play a leading role and the school should play a principal role in the qualification formulation,thus to deepen the integration of industry and education.The coverage of qualifications framework should be enlarged to recognize the learner's previous learning and open channels of lifelong learning.The national vocational qualification capability standards should be participated by different parties to implement standardized and diversified vocational qualification evaluation,thus to enhance the internalization of China's qualifications framework gradually.
