China's 230 million migrant workers in our today.they are vital to successful construction of a harmonious society,The problem of migrant workers has become widespread concern in today's society . The issue of migrant workers with the most closely linked to a focus is the education of children of migrant workers, Because the problem of migrant worker's children education not only affects the efficiency of migrant workers, migrant workers and their children are the future of China's human resources market forces. Although the Government has recently introduced for rural primary and secondary education expenses, but the new situation and the plight of the migrant workers showed that the issue of children's education is not only the issue of school funding, but government and society as a whole system and the establishment of a system to solve the problem of systems engineering. In this study, the view is that the Government should play a role in education of children of migrant workers .This paper has four major sections. The first part of the problem mainly to study the significance of information and data used by the source of the description and definition of research methods and concepts..The second part mainly through the part of peasant-worker's children school found that in Zheng-zhou city, At present, children of migrant workers in Zhengzhou City, the existence of compulsory education the following main issues: Lack of government funding of education; the city's educational resources available it is difficult to meet the growing needs of the population; children of migrant workers out of school, drop-out phenomenon.The third part is in the further analysis of the findings, as well as related issues from the basis of research results from the responsibility of management and government reached the point of view of the impact of compulsory education of children of migrant workers mainly in the following factors: Government role is not clear enough---"offside"and"absence"; Investment in education has many difficulties----the responsibility is not clear,and regional non--equilibrium; The effectiveness of regulations and policies related to the lack ofimperfections, the feasibility of difference;There are difficulties in the reform of household registration, household registration reform and public welfare require the City to carry out corresponding reforms in the system, and such a holistic reform of the urban sector is enormous pressure; The lack of regulations and policies related to the effectiveness, such as the feasibility of the policy in addition to meet certain values, we must also consider the economic and technical feasibility, related policies and regulations are imperfect, lack of macro-control efforts; Investment in education, there are many problems, the total lack of investment in education, lack of investment on the flow of children, government investment is not standardized, inter-regional imbalances in the development of education, the main improper positioning, investment and other responsibilities are not clear; government roles, such as lack of clarity.The fourth part on the based of investigation and analysis,we put forward suggestions to solve the issue of migrant workers children of compulsory education: Government to tackle the issue of migrant workers the goal of children's education model; inflows to the government and the central government the main mode of dual-specific design; the realization of the inflow and outflow of the government and the governments of the main mode of the effective functioning of dual-protection measures; improving the relevant systems in order to protect the "double subject" models are effectively implemented.
