Reading literacy is a both essential and important ability which young students must have and also this literacy is the foundation for all disciplines studies.Reading literacy is becoming the international education highlight due to its significant function for student creativity and individual development.Therefore reading literacy was the first hot part at the PISA program(Programme for International Student Assessment) which conducted by OECD.PISA points that the meaning of reading literacy would be changed along with economy and culture developing.Reading literacy is no longer reading ability alone when students are at school.It's also the skill-enhanced and strategy ability under peer's communication and interaction during the lifelong verbal material contacting.The present paper under the PISA program's international background,utilized many kinds of research methods such as the literature investigation,case studies and data statistics,to carefully analyze the assessment frame,content and technique of PISA.Due to the high score of reading literacy,Finland was specifically taken as the example to find the exact background factors and educational cause-effect conclusion comparing our country situation.The research finds that PISA reading literacy covering the explicit program,rigorous assessment process and the detailed assessment tool.The scientific assessment method is so helpful to our country education reform.China Shanghai will officially participate in PISA program during 2009.The systematically introducing of PISA reading literacy assessment is necessary and important.Apart of history development of PISA,the study focus will be transferred to the fundamental and operational details on a higher level.Furthermore studies in a comparative educational perspective will be the highlight of this paper.Both lacking of domestic and foreign detailed measurement data and statistical inferring theory retard the research depth.I will continue to improve the research work.
