The school which is considered the place of cultivating future modern social citizens and an important part of the educational network systems has been shouldering the unshirkable responsibility and mission in the moral education aspect. Our country has entered the critical period of reform and development, with the thorough changes in economic system and social structure, as well as the profound adjustment in interest structure and the great changes in ideology. Social transformation has brought a series of change such as social structure, economic system and distribution pattern, human values, ways of life. Grasping the development of basic direction in the new period of the reform of moral education in elementary schools is an inevitable and overall important problem of educational theory research and reform practice in China.What tendency of moral education in the new century (mainly refers to the moral education) have related to the social transformation, to what kind moral ideas we should have and to how to conduct the reform of moral education. Moral education concept is the fundamental guideline. Enhancing moral philosophy is the deep-seated need for the reforming of moral education, which is the supreme state of the reform.The paper consists of four sections: The first part is the introduction, through carding the existing literatures to raise the question that in the current background how to understand thoroughly the reasons of the tendency of moral education in elementary schools, to grasp the tendency of moral education in elementary schools leading to changes of our moral education in elementary schools with the explanation of specific research objects and the exposition of theoretical and practical significance of this research.The second part is the background of the tendency of moral education in elementary schools. Standing on the background of the tendency of moral education in elementary schools, the main analysis focuses on the external influence over the moral education in elementary schools, through two different dimensions of the development of society, the development of people and the development of school education, as a research basis.The third part is examining the primary problems of traditional moral education. A comprehensive comb and analysis of the primary problems of traditional moral education is conducted through seven different specific angles such as the training objective: germinate obedient citizens, the logic of construction: based on knowledge, the nature of the course: specialized courses, the mode of moral education: simple indoctrination, resources of moral education: limited to the campus, the evaluation of moral education: single identification, value orientation: emphasizing the only. This part describes the primary problems existing in the moral education and its adverse harm.The fourth part is the tendency of moral education in elementary schools. It is to comb what specific changes the tendency of moral education have brought to the elementary schools and analyze the reason of these changes for moral education of compulsory education in school comprehensively through seven different angles such as training objectives: to shape citizens, the logic of construction: based on the life, the nature of the course: an integrated curriculum, the approach of the moral education: attention to the dialogue, the resources of moral education: fully open, the evaluation of moral education: emphasizing the development, value orientation: multi-variant existing. Through the research of the tendency of moral education in elementary schools, it is penetrated the historic transformation among the relationship of the country, school and individual as a subject in the moral education.
